Municipal emergency issues of this type appeared across Portugal during the small-change crisis of World War One, when hoarding of coin — particularly copper and bronze — left daily commerce effectively paralyzed at the retail level. The Câmara Municipal da Guarda, like dozens of other local authorities, responded by printing its own fractional paper, a practice that was legally tolerated under the circumstances but never formally authorized by Lisbon. These cédulas municipais circulated strictly within their issuing municipality and were theoretically redeemable at the câmara's cashier.
The Veritas press in Guarda was a regional operation, and the production quality of notes from this source reflects that — registration inconsistencies and uneven ink distribution are common to the type, not signs of abuse.
