The Câmara Municipal do Fundão issued this cédula during the severe small-change shortage that afflicted Portugal in the early 1920s — a shortage so acute that hundreds of municipalities, private companies, and charitable institutions were authorized under emergency legislation to print their own low-denomination emergency paper. The Fundão issue is one of the more obscure entries from the interior of Beira Baixa, a district not known for producing collectors' favorites.
A.S. Cardoso, whose name appears in the engraver's credit, worked on several Portuguese municipal issues of this period. The Fundão 1 centavo is among the smallest denominations to survive in any quantity from this series.
