Portuguese municipal emergency notes of this type — cédulas municipais — filled a gap left by a chronic shortage of small coinage that plagued Portugal through the late teens and early twenties. The Banco de Portugal simply could not produce enough low-denomination metal currency to meet everyday transactional demand, and municipalities across the country were authorized to print their own fractional paper as a stopgap. Aveiro was one of dozens that did so.

At 1 centavo, this is the lowest denomination in the Aveiro municipal series — worth almost nothing even at the time of issue.
