Lincoln Foods was a grocery chain operating in the Milwaukee metropolitan area, and like many retailers during the mid-twentieth century, it issued its own scrip to encourage customer loyalty and reduce dependence on coin change during periods of small-denomination shortages. Company-issued cent notes of this type were common across the Upper Midwest, where grocery cooperatives and regional chains competed aggressively on price promotions.
The West Allis imprint confirms local production rather than a commercial banknote printer — almost certainly a job-press run.
