Food stamp scrip of this kind emerged in the United States as a practical workaround to a specific regulatory gap: the federal food stamp program issued coupons in fixed denominations, leaving supermarkets unable to make change when a transaction fell short of a whole coupon value. Retailers like Penny's Super Markets printed their own fractional scrip — redeemable only at their own registers — to close that gap and retain customer loyalty rather than simply rounding down.

These pieces circulated within a single store ecosystem and were rarely preserved. Attrition was high.
