La Casa Del Pueblo was a cooperative grocery store serving Chicago's Mexican immigrant community, predominantly on the Near West Side. Food stamp scrip of this type was issued by participating merchants under USDA authorization as a fractional change-making instrument — federal food stamps came in fixed denominations, and without approved scrip, retailers couldn't make change, effectively penalizing low-income shoppers on small purchases.

The cooperative model was itself politically charged; La Casa Del Pueblo operated during a period of intense organizing in Chicago's Latino barrios, and the store functioned as a community anchor well beyond its retail role. This cent scrip is among the smallest fractional values issued under such arrangements.
