Food stamp scrip of this kind was issued by individual merchants during the 1930s as a workaround within the federal food stamp program, allowing participating retailers to make fractional change that the official stamps couldn't accommodate. The federal stamps came in fixed denominations; when a transaction left an odd balance, merchants issued their own paper scrip redeemable only at their counters.

Homestead Meat Co., Inc. was a Houston grocery and meat retailer — localized merchant scrip of this type rarely survived in any quantity, since it circulated hard and was typically redeemed quickly or simply discarded.
