Food stamp scrip of this kind emerged from a specific regulatory gap in the early decades of the U.S. federal food stamp program: retailers could not make cash change for food stamp purchases, so some issued their own fractional paper scrip redeemable in-store for small amounts. Giant Super Mart's 1-cent denomination sits at the very bottom of that system — practically worthless individually, but issued in quantity to avoid the awkward algebra of small grocery transactions.
These retailer scrips had no federal backing and were only as good as the store that issued them.
