| Obverse description | Right-facing crowned effigy of Queen Elizabeth II after Ian Rank-Broadley's fourth definitive portrait, depicting the Queen wearing the Girls of Great Britain and Ireland Tiara. The legend ELIZABETH II arcs along the left field and COOK ISLANDS along the right field, with the date 2003 positioned in the lower exergue. The portrait is rendered with fine detail in the hair and crown, characteristic of Rank-Broadley's style. |

| Additional information |
Cook Islands has issued an unusually large number of small-denomination collector pieces featuring dog breeds, a series that found its market almost entirely outside the Pacific. The Collie entry in this run was never intended for general circulation — Cook Islands' actual monetary transactions have long been conducted in New Zealand dollars, making these aluminium cents functionally decorative from the moment of issue.
