Monaco's euro coinage required special negotiation with the European Union, as the principality is not an EU member but had used the French franc under a longstanding monetary agreement with France. The transition to euro required a formal arrangement signed in 2001, which caps Monaco's annual mintage and restricts most issues to collector sets — meaning virtually no 2005 Monégasque cents ever saw ordinary pocket change.
