Camp Ellis, located near Fulton in central Illinois, was one of the largest prisoner of war facilities in the United States during the Second World War, holding primarily German and Italian prisoners. The camp operated its own internal scrip system to allow prisoners to purchase goods at the canteen without handling U.S. currency — a requirement under the Geneva Convention, which mandated that POWs be compensated for labor and given access to supplementary goods.
The scrip was intentionally restricted to camp use, rendered worthless outside the wire. At peak operation, Camp Ellis held over 10,000 prisoners.
