Montenegro struck these euro-cent pieces in 2006 ahead of its declaration of independence in June of that year, anticipating euroization despite having no formal agreement with the European Central Bank. The ECB has never sanctioned Montenegro's use of the euro, meaning these coins — though legally circulated — were produced entirely outside the eurozone's official minting framework.
