Panama issued this piece in 1988 under the shadow of a collapsing relationship with Washington — the year the U.S. indicted Manuel Noriega on drug trafficking charges and began the economic sanctions that would strangle the Panamanian economy ahead of the 1989 invasion. Invoking Kennedy on a Panamanian coin was no accident; his Alliance for Progress had made him genuinely popular across Latin America, and his 1963 visit to Panama remains a touchstone of mid-century U.S.-Panama relations.
