Tuva — formally the Tuvan People's Republic — occupied an unusual position in the 1930s: nominally independent but effectively a Soviet satellite, its currency system rebuilt after the earlier series proved inadequate for a cash economy that barely existed. The Trade-Industrial Bank was the single state financial institution, and its 1935 series replaced the problematic 1933–34 issues which had suffered from poor paper quality and widespread counterfeiting in a territory where oversight was nearly impossible.
The akşa denomination structure itself was borrowed from Mongolian monetary conventions, reflecting Tuva's geographic and cultural orientation as much as its political one. Soviet printing facilities handled production, though the notes carried Tuvan-language text throughout.
