Obverse description Right-facing crowned effigy of Queen Elizabeth II, as sculpted by Raphael David Maklouf, wearing the George IV State Diadem and a draped neckline. The portrait is the third definitive effigy of the Queen used on Gibraltar coinage. The circumferential legend reads ELIZABETH II GIBRALTAR with the date 1999 and the engraver's initials RDM beneath the truncation.

Gibraltar's late-1990s bullion and commemorative program was largely driven by the territory's effort to carve out a niche collector market independent of Royal Mint issues — a commercially motivated exercise that produced dozens of small-denomination gold pieces in rapid succession. The 1/5 Crown fraction was introduced specifically to offer a lower entry price point, mirroring strategies used by the Perth and Pobjoy mints in the same period.
