Gibraltar's coin program has long operated as a revenue-generating exercise rather than a monetary one, and this issue is a clear product of that model — a privately commissioned commemorative with a diamond setting produced in fractional gold for the collector market. The Royal Mint had no involvement; these were struck under contract and marketed aggressively through the Franklin Mint distribution network and similar channels around the same period.
Elizabeth II turned 75 in April 2001. The .9999 fineness is notably purer than the .9167 standard used for British sovereign coinage.
