Obverse description Left-facing draped bust effigy of George Washington, the first President of the United States, based on the design originally created by John Flanagan and modified by William Cousins. The legend UNITED STATES OF AMERICA arcs along the upper periphery, while QUARTER DOLLAR appears along the lower rim. The motto IN GOD WE TRUST is inscribed in three lines to the right of the portrait, and the word LIBERTY appears to the lower left of the effigy. The mintmark is positioned to the right of Washington's ribbon-tied queue. The portrait is rendered in high relief with finely detailed hair and classical neoclassical styling.

Reverse description The reverse depicts a maple sugar scene symbolic of Vermont's agricultural heritage, featuring a sugar maker standing between two large bare maple trees, carrying a wooden yoke with sap buckets suspended from each end. Additional sap-collecting buckets are visible at the base of the trees, with a rustic sugar house and mountain landscape visible in the background. The state name VERMONT and the year of statehood 1791 arc across the upper field, while the Vermont state motto FREEDOM AND UNITY appears in three lines to the right. The date 2001 and the national motto E PLURIBUS UNUM are inscribed along the lower periphery, with the engraver's initials TJF appearing in the lower right field.
