The U.S. Virgin Islands quarter was issued as part of the six-coin 2009 DC and U.S. Territories Program, the final expansion of the State Quarters series that had run since 1999. Congress authorized the Territories program specifically to include American Samoa, Guam, Puerto Rico, the U.S. Virgin Islands, and the Northern Mariana Islands — jurisdictions whose residents pay federal taxes and serve in the military but cannot vote in presidential elections. The silver proof version was struck at San Francisco.
