The American Samoa quarter was part of the 2009 District of Columbia and U.S. Territories Program, a one-year series authorized under Public Law 110-161 after the original 50 State Quarters program concluded. Congress extended the quarter program specifically to include D.C. and five inhabited territories — American Samoa, Guam, the U.S. Virgin Islands, the Commonwealth of the Northern Mariana Islands, and Puerto Rico — whose residents had been excluded from the earlier run despite holding U.S. national status.

Silver Proof examples were struck exclusively at Philadelphia. Total silver proof mintage for the territories program ran substantially lower than comparable state issues, as collector appetite had softened considerably by 2009.
