Obverse description Left-facing draped bust of George Washington occupies the central field, closely modeled after the standard State Quarter obverse design. The peripheral legend UNITED STATES OF AMERICA arcs across the upper rim, while LIBERTY appears in the lower left field and IN GOD WE TRUST is inscribed in two stacked lines to the right of the bust. The humorous novelty inscription HEAD QUARTERS curves along the lower rim in place of the standard quarter-dollar denomination, constituting the principal alteration that identifies this piece as a privately produced fantasy token rather than an official United States Mint issue.

Missouri entered the 50 State Quarters program as the 24th release, issued in August 2003. The design was selected through a public nomination process administered by the state governor's office — a procedure that varied considerably in rigor from state to state and produced wildly uneven results across the series.

The copper core with clad outer layers was a cost-driven compromise dating to 1965, when silver was removed from circulating coinage entirely. These quarters are chemically identical to every other clad issue of the period.
