Panama's 1988 quarter Balboa pattern was produced during a period of acute political crisis — Manuel Noriega's government was under U.S. sanctions, the economy was being deliberately strangled, and the national banking system had been shut down for weeks. Patterns from this year were almost certainly struck as part of continuity planning rather than any genuine intent to circulate new coinage.
