Carlos II — the last Habsburg king of Spain — ruled under regencies for most of his early reign due to his severe developmental disabilities, and Valencia's mint operated with considerable autonomy during this period. The fractional silver coinage of this era was chronically underweight in practice; the Valencia mint in particular drew complaints from royal inspectors throughout the 1680s over inconsistent fineness and planchet preparation.
