Franz Anton von Harrach governed Salzburg from 1709 until his death in 1727, presiding over a diocese still recovering from the economic disruption of the War of the Spanish Succession. The Salzburg mint produced fractional silver in quantity during his tenure precisely because small-denomination coinage had been driven out of circulation by wartime hoarding and currency manipulation across the Holy Roman Empire.
