Bernhard II ruled Saxe-Meiningen through a period of genuine political turbulence — the duchy's liberal constitution of 1829 was among the more progressive documents produced by any German minor state, and his eventual abdication in 1866 came only after Prussian annexation rendered the arrangement moot. This copper fractional was the smallest practical denomination in daily circulation, handling transactions that silver simply couldn't accommodate in a duchy of modest economic weight.
