Obverse description At center, the official seal of the City of Norfolk, Virginia, depicting a full-rigged sailing ship in the upper portion of the shield, with wheat sheaves and a plow in the lower portion, symbolizing both maritime commerce and agricultural heritage. The seal is rendered in fine relief against a flat field. A continuous circular legend surrounds the design, recording the successive municipal designations of Norfolk from its founding through the commemorative date.
