The Saffarid dynasty by this period had been reduced to a rump vassal state in Sistan, its rulers little more than nominal governors under Samanid overlordship. 'Amr b. Khalaf's issues are among the latest attributed to the dynasty before its effective political extinction, struck at fractional weights that reflect both local silver shortages and the reduced economic reach of a court that once controlled much of eastern Iran.
