The West African CFA franc is managed collectively by eight member states through the BCEAO, which means the Minister of Finance signatory on any given note reflects whichever country held the rotating presidency of the Council of Ministers that year — not a fixed national authority. This produces the unusually long sequence of signature combinations seen across this series, with some pairings lasting a single year.

The franc CFA's fixed peg to the euro — inherited from its earlier peg to the French franc at 100:1 before the 1994 devaluation halved its value overnight — has made this denomination one of the more stable in sub-Saharan Africa, though that 1994 shock remains a reference point in regional monetary history. The 50% devaluation of January 11-12, 1994 was the largest single adjustment in the currency's post-war history.
