The CFA franc zone requires two signatories on each note — one representing the member state holding the rotating presidency of the BCEAO's Council of Ministers, the other the BCEAO Governor. This is why the same physical design can carry over a dozen distinct signature combinations across two decades without any change to the underlying artwork or printing plates. The 2010 pairing is worth noting: José Mário Vaz signed as Guinea-Bissau's finance minister before later serving as that country's president from 2014 to 2020.
The CFA franc itself remains pegged to the euro at 655.957 francs, a rate fixed in 1999 when it was converted from the French franc peg.
