The signature combinations across twelve successive years reflect the rotating ministerial appointments of eight different member states — the left-hand signatory changes almost annually, cycling through finance ministers from Mali, Burkina Faso, Niger, Senegal, and Côte d'Ivoire, while Charles Konan Banny's tenure as BCEAO Governor held the right-hand field from 1994 through 2003, providing unusual continuity across a turbulent decade for the CFA zone.

Alassane Ouattara's appearance on early issues — he held the governorship before departing to serve as Prime Minister of Côte d'Ivoire in 1990 — makes the 1991–1993 dates particularly notable for collectors tracking his political trajectory before he eventually became president.
