The BCEAO was itself newly established when this series began — a supranational central bank serving the former French West African territories as they moved through independence. The prolonged signature run, stretching across at least fourteen known combinations, reflects genuine institutional turbulence: national representatives on the board changed as newly sovereign governments asserted control over their delegated seats, while the Paris-appointed secretary general position turned over as well. Robert Julienne's name appears on nearly every variant before Abdoulaye Fadiga replaced him, marking the first time a West African national held that role.

Henri Konan Bédié, whose signature appears in the 1965 group, later served as President of Côte d'Ivoire.
