Belarus redenominated in 2000, dropping four zeros, which made the million-rouble note — still officially legal tender at the time of that reform — worth exactly 100 of the new rublei. The 1999 series bridged the chaotic hyperinflationary period following the Soviet collapse and the calmer, if still troubled, monetary environment of the early 2000s. One million roubles as a single denomination tells that story more plainly than any commentary could.
The "Printed: 30.04.1945" field in the catalog data is almost certainly a metadata error — no Belarusian banknote was printed on that date.
