The British Indian Ocean Territory has no indigenous population — its last permanent residents, the Chagossians, were forcibly removed by the British government between 1968 and 1973 to make way for the joint Anglo-American military base at Diego Garcia. The Commissioner of Currency is consequently a titular function with no civilian economy to serve, which is precisely why the denomination of one million pounds is operationally meaningless. These notes are issued as collectibles, full stop.
Reed Banknote Company in Sarasota is a relatively small American printer that has found a niche producing legal-tender novelty issues for dependent territories and micro-states. The polymer substrate and hologram give the note technical credibility without the circulation infrastructure that would never exist here anyway.
