HIAG — Holzverkohlungs-Industrie AG — was a wood distillation company based in Konstanz, not a bank or municipality. That a chemical manufacturer was printing million-mark notes in 1923 tells you everything about the Weimar hyperinflation's peak months, when the Reichsbank effectively deputized private industry to issue Notgeld simply to keep payroll moving. Companies printed what they needed, when they needed it.
The perforation as the sole security feature is characteristic of emergency industrial issues with no access to specialist security printers. HIAG almost certainly ran these on in-house or local commercial equipment.
