Memo Euros are a Dutch novelty series produced for the souvenir trade — they mimic the physical format of genuine euro banknotes closely enough to be collectable but carry no denomination and no legal tender status. The Scheveningen sea life edition targets the tourist market around The Hague's seaside resort district, one of the oldest beach resorts in northern Europe and a popular day-trip destination since the early nineteenth century.
The hologram is the one feature that gives these items their appeal to casual collectors — it's a deliberate nod to the security architecture of real ECB issues, applied here to something that will never pass through a central bank.
