Memo Euros are privately produced novelty notes sold as souvenirs and collector items — they carry no legal tender status anywhere and are explicitly designed to avoid confusion with genuine euro banknotes, hence the "0 Euro" denomination. The series has been issued since around 2015 by various licensed distributors across Europe, with individual designs tied to specific tourist sites and landmarks. Memo Euro Scope holds a license to produce these within established European guidelines governing private commemorative notes.
The Berliner Fernsehturm edition is one of hundreds of site-specific variants. Scarcity is entirely artificial — print runs are controlled by the distributor, not demand.
