The zero euro souvenir note program, administered through the EuroSouvenir network, launched in France in 2015 and expanded rapidly across European tourist sites. Each note is printed by Oberthur Fiduciaire to genuine euro banknote security specifications — correct paper stock, UV-reactive ink, and a valid serial number registered with the European Central Bank — which is precisely what gives them legal status as collector items rather than novelties. The ECB's formal approval was required before any site could participate.
