The zero euro souvenir note program was launched in France in 2016 by Richard Faille, who secured a legal exemption allowing private entities to issue face-denominated euro-format notes that are not legal tender but are also not forgeries under EU law — a narrow distinction that required negotiation with the Banque de France. Oberthur Fiduciaire, as the printer, produces them to genuine banknote specification, including the intaglio printing and security thread, which is precisely what justifies the collector premium over a tourist postcard.
Zoo de Lagos, in the Algarve, was among hundreds of European attractions to commission an edition. Individual print runs for single-venue issues typically fall between 5,000 and 10,000 pieces.
