The 0 Euro souvenir note program, administered under license from the European Central Bank, was launched in 2015 as a collectible series tied to European tourist sites. Oberthur Fiduciaire prints them to genuine banknote specification — same security paper, same intaglio process used on circulating issues — which is partly the point. They are legal tender in the technical sense but worth nothing in transaction, designed entirely for the secondary collector market.
The Château de Vincennes edition from 2018 is one of several hundred site-specific issues produced under the Centre des Monuments Nationaux umbrella. The hologram strip conforms to the same placement used on contemporary Euro issues.
