The 0 Euro souvenir program, administered under license from the European Central Bank, began in France around 2015 and rapidly expanded into a collector commodity sold at tourist sites across the eurozone. Oberthur Fiduciaire prints the series to genuine banknote specification — same substrate, same security thread placement, same holographic strip — which is precisely what gives the program its appeal and its occasional headache for border officials unfamiliar with the format.

Aachen Cathedral holds a specific distinction within this genre: as a UNESCO World Heritage Site since 1978, the first year the program ever designated, it was among the more obvious early candidates for the series. The notes are legal in form but carry no redemption obligation from any central bank.
