The EuroSouvenir 0 Euro series was launched in France in 2015 as a licensed novelty scheme — notes printed to genuine banknote specifications by authorized security printers, but with no legal tender status anywhere. Oberthur Fiduciaire, one of only a handful of firms authorized to produce euro-format security paper products, handles much of the production. The zero-denomination format was deliberately chosen to sidestep EU regulations prohibiting the private issuance of currency-like instruments.
The Vilnius issue is one of hundreds of city-themed variants produced for the tourist market across Europe. Collectibility within the series tends to cluster around print run size, which EuroSouvenir has not always disclosed consistently.
