Vichy is perhaps the most politically charged place name in France, and the decision to issue a zero euro souvenir note commemorating it caused immediate controversy when it appeared in 2020. The USEF program — which licenses official-format collector notes through Oberthur Fiduciaire, the same printer behind genuine euro banknotes — had issued hundreds of regional souvenirs without incident, but this one drew public protests and a petition demanding withdrawal, with critics arguing the note effectively merchandised collaboration and the deportation of French Jews.
USEF ultimately suspended sales. The brief commercial window before that decision makes surviving examples genuinely uncommon relative to the print run originally planned.
