EuroSouvenir notes occupy a peculiar niche — legal tender in denomination only, issued under a European Central Bank exemption that permits commemorative "educational" notes at zero face value. Oberthur Fiduciaire printed this one, which is fitting: the firm has supplied security printing to French institutions for generations and holds contracts across the eurozone.

The 2016 centenary of Verdun attracted a wave of commemorative merchandise, and this note sits in that current. Verdun was the longest single battle of the First World War — roughly 300,000 dead over ten months in 1916. The souvenir note market for that anniversary was substantial.
