EuroSouvenir's zero-denomination collector notes are legal curiosities — they carry the visual grammar of genuine euro banknotes but are technically exempt from European Central Bank authorization precisely because they have no face value and cannot function as currency. Oberthur Fiduciaire, one of the few security printers with both the substrate technology and the ECB-adjacent credibility to produce them, handles the entire series.
