The 0 Euro souvenir scheme was launched by the EuroSouvenir organization in 2015, essentially as a licensed collectible printed to genuine banknote specifications — Oberthur uses the same security paper and production processes as for circulating currency, which is the point. These notes carry no legal tender status anywhere, including Vatican City, which issues no euro banknotes of its own despite being a eurozone microstate through a monetary agreement with the EU.
Vatican-themed editions are among the highest-demand releases in the series, selling out quickly at authorized tourist points of sale near St. Peter's Square.
