The 0 Euro souvenir program was launched in 2015 as a licensed collector item, authorized by the European Central Bank under the condition that the denomination renders the notes legally non-negotiable. Oberthur Fiduciaire, one of the ECB's approved security printers, produces the entire series — which by the early 2020s numbered in the hundreds of individual designs across dozens of countries.

Cartagena's Roman and Carthaginian past makes it a logical subject for the program's Spanish run. The hologram strip is genuine security-grade, identical in specification to circulating euro issues.
