The "Quiet Man" souvenir zero euro references John Ford's 1952 film, shot almost entirely on location in Cong, County Mayo — an unusual choice for a souvenir note since Ford was American and the production was an American-Irish co-venture, not an Irish national project. Oberthur Fiduciaire prints the entire EuroSouvenir programme under licence from the European Central Bank, which permits the zero-denomination format precisely because it carries no monetary value and cannot be confused with legal tender.
The ECB licence requires all zero euro notes to incorporate genuine security features, including a holographic strip — the same infrastructure used for circulating currency.
