The 0 Euro souvenir note program was launched in France in 2015 and rapidly expanded to tourist sites across Europe. These notes are printed to genuine banknote specifications — Oberthur Fiduciaire produces them on security paper with the same intaglio and offset processes used for circulating currency — but they carry no legal tender status anywhere. The Cliffs of Moher edition is one of dozens of Irish tourist-site issues released through the EuroSouvenir network, sold on-site as collectibles at a premium well above face value.

Oberthur's involvement gives the notes a credibility that cheaper souvenir printing cannot replicate. The watermark, serial numbering, and feel are deliberately indistinguishable from the real thing — which was the program's founding appeal.
