The "O Rei" — The King — is of course Pelé, and this Euro Souvenir issue is one of a wave of licensed football-themed 0 euro notes that Oberthur Fiduciaire has produced for the collector market since the format took off around 2015. These notes carry no legal tender status anywhere; they exist purely as numbered collectibles, printed to full euro-series security specifications including the distinctive Oberthur intaglio feel, which is part of their commercial appeal.
Pelé died in December 2022, making posthumous commemorative issues like this commercially predictable. The "Best of Football" branding suggests a broader series, with individual subjects issued in limited print runs to drive scarcity.
