The 0 Euro souvenir note program, administered through the European Banknote Memory Organisation, allows museums and tourist attractions across Europe to issue legal-looking but non-negotiable notes printed to genuine banknote specifications. Oberthur Fiduciaire — one of the continent's serious security printers — produces them to the same technical standards as circulating currency, which is precisely the point. The collector market for these is surprisingly active, with limited print runs for individual venues driving secondary prices well above face value, which in this case is nothing at all.

This particular issue marks thirty years of the Technik Museum Speyer, one of Germany's largest technology museums, known especially for its aerospace collection.
