The 0 Euro souvenir note program — administered through EuroSouvenir and printed by Oberthur Fiduciaire — launched in 2015 as a licensed collectible format, with participating tourist sites and national themes commissioning runs that are legal tender in name only. The European Central Bank formally tolerates the scheme because the zero denomination makes them non-monetary by definition, sidestepping counterfeiting law concerns entirely.
Oberthur's inclusion of a genuine watermark is not decorative sentiment — it's a contractual requirement of the program, meant to prevent the format from being replicated outside licensed channels.
